أهلاً وسهلاً باللاجئين

Or, to sound more friendly you can add 'brothers'. It's commonly used even when addressing strangers:

أهلاً وسهلاً بالإخوة اللاجئين

Thank you. If we choose to use the second version, is that ok when addressing men, women and children (not just 'brothers' i.e. men)? Just to be sure!
