I've previously understood this to mean "the Minister in charge of carrying out/overseeing this Act", which is also how it's translated in several online sources. (Eg http://www.jfo.moj.go.th/Docs/JusticeFund-Thai-Eng.pdf)

I do think the grammar is a little confusing—ie do we read it as the "ผู้รักษาการ" under "พระราชบัญญัตินี้", or as ผู้-"รักษาการตามพระราชบัญญัตินี้". I would say the latter, as per the definition given by this website (https://www.l3nr.org/posts/519870): "รักษาการตามพระราชบัญญัติ หมายถึง อำนาจในการออกประกาศ ระเบียบ คำสั่ง เพื่อควบคุม ดูแล และบังคับให้การเป็นไปตามเจตนารมณ์ของกฎหมายที่มีผลใช้บังคับ"

To me this makes the most sense in the context.
