Explanation:
"Reliance" has many options. It's important to convey the correct meaning, though. However, "material" in this context has nothing to do with the Spanish "material". Rather, it means "importante, esencial, sustancial, etc.).

material reliance
dependencia material

Explanation:

I re-read the source text under the optic suggested by Merab, and his interpretation of material fits well, although it can still include economic/physical itemisations. I poked around a bit more and found a decent hit count for dependencia sustancial in this contractual context (among others).

If dependencia material causes unwanted ambiguity, the dependencia sustancial might be an option.

However, material (Eng) also has the meaning of importance as it does in Spanish (https://en.oxforddictionaries.com/definition/material), so I do not believe it is necessary to play around with the terminology to transmit the same message as the ST.

in material reliance upon
valiéndose de manera significativa/importante de

Explanation:
To me, the phrase "in material reliance upon this Certificate" means that the certificate will be used by any lenders as significant basis to form any legal and financial expectations regarding the property in question, i.e., they should consider it a "true" account of these circumstances.

I'm doubtful that "dependencia material" conveys this idea.

"se otorgará y se celebrará valiéndose de manera importante de la presente Acta"

valer
16. prnl. Usar algo con tiempo y ocasión, o servirse últimamente de ello. Valerse DE una herramienta.
17. prnl. Recurrir al favor o interposición de alguien para un intento. Valerse DE un amigo.

By the way, I also think the word "amparo" could well be employed here, for example: "amparándose de manera importante en" or "al amparo principalmente de".
