avalar los montos vinculados al saneamiento

Spanish to English Tech/Engineering Petroleum Eng/Sci Oil Fields
Does "avalar" mean guarantee in this context? I understand that the operator XXX is asking the District YYY to guarantee these clean-up amounts, but am not quite sure if guarantee is the most apropriate term here.

saneamiento OK, Ruth, you know best. I was misled by "pasivos", which very often has a financial sense, though apparently not here. But on your actual question, I still think "underwrite" is a good idea for avalar.

I am not a specialist in Engineering, but this question is really about financial rather than engineering terminology. I think underwrite would probably be a good choice for avalar here, though guarantee would also do. And saneamiento de los pasivos, unless I've got the wrong end of the stick, is not to do with clean-up but with clear debts incurred. Anyway, I hope this may help.

Thanks Charles. It's actually referring to the physical clean-up of oil liabilities, ie waste products in waste pits. It's not actually referring to financial liabilities here, but thanks for checking.
