It's a console that controls all the locks in a bank, including safes and other secure areas. There's a picture of one at the top of page 5 of my reference.

I'm going to assume this is an ordinary access panel wired to an alarm system for entering a code to access the building and/or other secured areas, although it may be more sophisticated than an ordinary system.
