I would suggest using "level", because you have 「価」there.
"Threshold level memory" is perfectly fine, but if you want to be very explicit, you can say "threshold level setting memory", although I feel this a bit clumsy.

My clients persist on misusing メモリ this way for both values in volatile (RAM) and non-volatile (Flash ROM, EEPROM, etc.).
BTW, only rank amateurs translate 記憶する as "remember".

My real suggestion is plain ¥"threshold setting¥" because, in most contexts, the physical device holding that setting is either obvious or irrelevant or both.
BTW, only rank amateurs translate 記憶する as "remember".
