This is in an appendix to a contract for engineering services and relates to analyzing/testing a computer model.
I would guess “frozen file” or “read only file”; i.e., a file or program that can't be modified during testing, but I think there might be a more technical term.

as a native speaker and technician, I don't understand what they mean under «застывший» файл also, the one of probable options that may be suggested is that they save backup copies at every stated milestones

As a non-technician, I'm with you. If you're going to test at various stages of development, then at each testing stage you generate a (read-only?) test or back-up copy of the program from the master for testing purposes only. Any changes to the master are made only after the tests have been run and the specialists have agreed on recommended fixes. |
