Решение мирового суда от [make up a date] по делу [...] ОСТАВИТЬ без изменения, АПЕЛЛЯЦИОННУЮ ЖАЛОБУ [insert a name] от [here's another date] - БЕЗ УДОВЛЕТВОРЕНИЯ.

I capitalized all the right words that need to be considered together here: оставить апелляционную жалобу без удовлетворения - dismiss [person's] appeal [dated - insert date]

The phrase literally means "leave the appeal without satisfaction" but you most likely know that already :)

I´d say in line with :
n.interfax.com.ua/news/general/96946.html - 05.03.2012 – "Tymoshenko's cassation appeal has been left unsatisfied. ... of the District Administrative Court of Kyiv remain unchanged," reads the decision.

The Court of Appeal has the right to: 1) leave by its decision the appeal unsatisfied and the judicial decision unchanged; 2) change or disaffirm the judicial decision
The Moscow City Court left unsatisfied the appeal filed against ....

Even motion dismissed -- it depends what kind of document it is. Regular court does not handle appeals. If it is the appellate court -- then appeal dismissed.
