Source text - English All resource persons and visitors will be required to submit a medical certification that they are do not have COVID-19 before they can enter the Senate premises, Senate President Vicente Sotto III said Wednesday.
The policy will apply to those who will physically attend hearings starting October 1, the Senate leader announced during session.
Sotto said visitors will be required to furnish the Senate Office of the Sergeant-At-Arms with their medical certificate "24 hours in advance before coming over."
Mandatory wearing of face shields is also in place, pursuant to a Pasay City ordinance.
Senate Majority Leader Juan Miguel Zubiri asked if these medical certificates mean resource persons must undergo a swab test first.
"It is up to their physician. It is usually required by their physician before the physician will issue a medical certificate that a person is COVID-free," Sotto replied.
Zubiri said it would be best if visitors underwent swab tests, to be really safe.
Sotto ordered the Senate secretariat to "issue a policy order to that effect so that it would be written in stone."
The Senate made the rules amid the busy budget season in Congress, during which officials of different government agencies are invited for the deliberation of their proposed funds for the next fiscal year.
Amid the COVID-19 pandemic, the upper chamber allowed "hybrid" hearings and sessions which recognize online attendance of senators and resource persons.
In July, 17 staffers of Senator Richard Gordon tested positive for COVID-19. This is on top of the 16 other employees of the Senate and three senators who also tested positive for the virus.

Source text - English A female teacher accidentally included a portion of a Facebook conversation with her boyfriend on her student’s class modules.
Facebook page Hugot Sa Gugma shared the photo that immediately went viral on social media.
“I love you,” and “Love you too” were exchanged in the General Mathematics module.
This is amid the nationwide reports of students’ modules being too difficult to understand and the struggle of parents, students, and teachers in the new learning system.
A man named Shin, who is a college graduate, told a media outlet that he found it difficult to understand his cousin’s 4th grade English lesson which is posted on the website of the Department of Education (DepEd).
The boy’s father couldn’t comprehend the lesson as well.
“As a college graduate, even I could not understand the questions in the modules and I don’t think the questions are answerable by young students. If we can’t understand the question, how much more the students?” Shin said in an interview.
“I am sure that students will be able to adapt [to the new learning modalities], but I don’t think they will be able to properly absorb the lessons. Even as students struggle to understand the contents of the modules, some parents also do not have the capacity to teach their children,” he added.
DepEd Secretary Leonor Briones previously denied that the agency was responsible for a module that contained “dirty names.”
“It’s not DepEd, it’s material produced by a review center for teachers for particular subjects,” DepEd Secretary Briones said during the Senate hearing on DepEd’s proposed 2021 budget.
“We are wondering why it is attributed to DepEd. This is review center. And this is particular subject for grown-ups. But that is not excused at all,” she added.
A question in the self-learning module had “Pining Garcia,” “Abdul Salsalani,” “Malou Wang” and “Tina Moran” as choices.
“I just want to emphasize again that that post is not used in schools. In the first place, schools have not yet opened. It’s a review center located in a very remote place in Zambales. There is clearly malice involved,” Briones said.
There have also been reports of students committing suicide related to issues about the new modules.
A student named Makoy killed himself recently after his teacher rejected his module because he passed it late.
The internet connection in his cousin’s house where he was living wasn’t stable. Following the rejection, Makoy destroyed his phone that he used for online learning and the WiFi router. His older brother then found him lifeless inside his room.
Netizens called on teachers nationwide to consider their students’ assignments and requirements as not everyone has the right tools for online learning.

“Nagtapos ako ng kolehiyo, pero hindi ko maintindihan ang mga tanong sa mga modyul at hindi ko sigurado kung maiintindihan ito ng mga batang estudyante. Kung hindi namin maintindihan ang mga tanong, paano pa kaya sila?” ang sabi ni Shin sa isang interbyu.
“Alam kong matututuhan din ng mga estudyante ang bagong paraan [ng pag-aaral], pero hindi ko sigurado kung talagang papasok sa utak nila ang mga leksiyon. Kahit na nahihirapan ang mga estudyante na maintindihan ang nilalaman ng mga modyul, ang ilang magulang ay wala ring kakayahang magturo sa kanilang mga anak,” dagdag niya.
Nauna nang pinabulaanan ni DepEd Secretary Leonor Briones na ang ahensiya ang may responsible sa mga modyul na may “maruruming pangalan.”
“Hindi iyon DepEd, kundi galing iyan sa mga review center para sa mga guro ng isang partikular na asignatura,” ang sabi ni DepEd Secretary Briones sa panahon ng pagdinig sa Senado tungkol sa panukalang badyet ng DepEd sa 2021.
“Nagtataka kami kung bakit DepEd ang sinisisi. Review center ito. At ito ay para sa mga malalaki na. Pero hindi ito puwedeng lumusot,” ang dagdag niya.
May isang tanong sa mga modyul na may pagpipiliang “Pining Garcia,” “Abdul Salsalani,” “Malou Wang,” at “Tina Moran.”
“Gusto ko lang idiin ulit na ang post na iyon ay hindi ginagamit sa mga paaralan. Hindi pa nga nagbubukas ang mga paaralan. Ito ay review center na nasa pinakaliblib na lugar sa Zambales. Maliwanag na may iba itong intensiyon,” sabi ni Briones.
May mga report din ng nagpapapakamatay na estudyante dahil sa mga bagong modyul.
Isang estudyanteng nagngangalang Makoy ang nagpakamatay kamakailan matapos hindi tanggapin ng kaniyang guro ang modyul niya dahil late niya na itong naipasa.
Mahina ang koneksiyon sa Internet sa bahay ng kaniyang pinsan. Matapos hindi tanggapin ang modyul, sinira ni Makoy ang phone niya na ginagamit niya sa pag-aaral at ang WiFi router. Nakita na lang siya ng kaniyang kuya na patay na sa kuwarto niya.
