Dear Friends and Neighbours,
We are pleased to update you on the fight against COVID-19 in Durham Region and at Lakeridge Health.
While the rate of hospitalization has dropped across Ontario over the last five weeks, it has levelled off in Durham. This means we all need to continue to do all the basics to keep ourselves, our co-workers, our friends and our families safe. This sustained collective effort is an essential component to seeing the numbers continue to decline so we can continue to open the economy and our community and ramp up services at the hospital.
New Ontario Strategies
Over the last few weeks, the Ontario Government announced new strategies to stop COVID-19.
First, Ontario is expanding its testing strategy. Testing coupled with intensive contact tracing will enable us to zero in on “hot spots” – such as local regions, neighborhoods, workplaces or long-term care homes – to quickly limit the spread of infection.
Second, the province is taking a regional approach to reopening. Currently, the GTA is believed to account for 75 per cent of active cases and other areas of the province have little or no new cases in recent weeks.
In response to COVID-19 activity in Durham, Lakeridge Health is working with Durham Region Health Department (DRHD) to ensure we optimize our approach to testing and case finding. Public health has a team in place to do the contact tracing.
Enhanced Testing Strategy Results in Increased Testing in Durham Region
In order to gain further control of the virus, everyone who has any of the symptoms of COVID-19 should get tested. A list of symptoms is available on Lakeridge Health’s website at COVID-19 symptoms - June 2. Anyone who believes they may be exposed to people with COVID-19 should be tested. The test is also available to anyone who wants to be tested.
Since May 25, the number of daily swabs done at our Assessment Centres has dramatically increased. To meet increased demand, we have extended hours at the Centres. Currently, people are tested between three and 24 hours after they submit the form, but the time varies depending on volumes.
To get a test, go to covidswab.lh.ca to complete the online form and instructions for your appointment will be automatically emailed to you. If you do not have a computer or WiFi, contact DRHD for assistance at 1 800-841-2729. Your appointment will be booked at a COVID Assessment Centre in Ajax or Oshawa. Anyone who is seriously ill or in medical distress should call 911 and be seen at one of our Emergency Departments.
Lakeridge Health, DRHD along with clinics and local businesses are actively looking at options to extend testing including opening sites in other parts of Durham Region. Stay tuned for more details.
Surgeries and Other Procedures
Though we have always maintained emergency surgery, and resumed priority cancer and non-cancer surgeries, we have also been busy planning to resume some elective surgeries. We started with some elective cases this week. Continued ramp up must be done carefully over the next several months. We will increase the number of elective surgeries as fast as we can safely do it. However, if cases of COVID-19 begin to rise in the region and in our hospitals, we may be forced to reduce surgeries once again.
Managing the Outbreak at Orchard Villa
Lakeridge Health is pleased to advise that Durham Region Health Department has declared the COVID-19 outbreak at Orchard Villa long-term care home and retirement home over. Over the last two weeks, there have been no new positive cases confirmed at Orchard Villa. Currently, there are 155 residents who have recovered from the virus.
When Lakeridge Health went into Orchard Villa seven weeks ago to lead the outbreak response, in collaboration with the residence’s staff and the Canadian Armed Forces, we took immediate action to manage the outbreak and put supports in place to provide the best care possible to residents. We are also pleased to be able to safely resume some essential services and activities that are so important to residents’ wellbeing.
We are proud of the Lakeridge Health team and Orchard Villa staff supporting this crucial work. Over the coming weeks, Lakeridge Health will take a more active role in the management of Orchard Villa to provide further support to the hardworking team on site.

ہم آپ کو ڈرہم کے علاقے اور لاکرج ہیلتھ ہسپتال کے احاطہ میں کووڈ-19 کا مقابلہ کرنے کے حوالے سے تازہ ترین معلومات دینے پر خوشی محسوس کر رہے ہیں۔
اگرچہ پچھلے پانچ ہفتوں کے دوران ایک طرف اونٹاریو کے پورے علاقے میں اسپتال میں علاج معالجہ کی غرض سے آنے والوں کی شرح میں کمی آئی ہے، تو دوسری طرف ڈرہم میں اس کی شرح مستحکم ہو گئی ہے۔ اس کا مطلب یہ ہے کہ ہمیں اپنے آپ، اپنے ہم کاروں ، اپنے دوستوں اور اپنے اہل خانہ کو محفوظ رکھنے کے لئے تمام بنیادی باتوں پر عمل جاری رکھنے کی ضرورت ہے۔ یہ مستقل اجتماعی کاوش متاثرین کی تعداد میں مسلسل کمی کے لیے ایک ناگزیر عمل ہے تاکہ ہم اپنے معاشی اور سماجی معاملات کو جاری رکھ سکیں اور ہسپتال میں خدمات کو بڑھا سکیں۔
اونٹاریو کی نئی حکمت عملی

پہلا یہ کہ اونٹاریو اپنی ٹیسٹنگ حکمت عملی کو بڑھا رہے ہیں۔ ٹیسٹنگ کے ساتھ ساتھ گہرے رابطے کا سراغ لگانے کے عمل سے ہم اس قابل ہو سکتے ہیں کہ "زیادہ متاثرہ علاقوں" – جیسا کہ مقامی علاقے، گرد و نواح ، کام کرنے کی جگہیں، اور طویل مدتی نگہداشت والے گھروں – میں متاثرین کی شرح کو صفر پر لا سکيں– تاکہ انفیکشن کے پھیلاؤ کو فوری طور پر محدود کیا جا سکے۔

ٹیسٹنگ حکمت عملی کو بہتر بنانے کے نتیجے میں ڈرہم کے علاقے میں ٹیسٹ کیلئے آنے والوں کی تعداد میں اضافہ ہوا ہے۔
وائرس پر مزید قابو پانے کے لیے ہر وہ شخص جس میں کووڈ – 19 کی علامات پائی جاتی ہیں انہیں اپنا ٹیسٹ کرنا چاہیے۔ علامات کی فہرست لاکرج ہیلتھ ہسپتال کے ویب سائٹ کے COVID-19 symptoms - June 2 لنک پر دستیاب ہے۔ جس شخص کا خیال ہے کہ ممکنہ طور پر اس کا کووڈ – 19 میں مبتلا لوگوں کے ساتھ آمنا سامنا ہوا ہے تو اس کا ٹیسٹ ہونا چاہیے۔ ٹیسٹ کرنے کے خواہشمند ہر شخص کے لیے ٹیسٹ کی سہولت دستیاب ہے۔
25 مئی کے بعد سے ہمارے تشخیصی مراکز میں روزانہ کی بنیاد پر ٹیسٹ کے لیے نمو نہ دینے والوں کی تعداد میں ڈرامائی حد تک اضافہ ہوا ہے۔ بڑھتی ہوئی طلب کو پورا کرنے کے لئے ہم نے اپنے مراکز کے اوقات کار بڑھا دئیے ہیں۔ فی الحال لوگوں کے فارم جمع کروانے کے 3 سے 24 گھنٹوں کے درمیان ٹیسٹ کیا جاتا ہے، تاہم وقت کا انحصار کام کے حجم پر ہے۔
ٹیسٹ کرنے کے لئے covidswab.lh.ca لنک پر جا کر آن لائن فارم مکمل کریں اور آپ کے اپائنٹمنٹ سے متعلق ہدایات آپ کو خود بخود ای میل کر دی جائیں گی۔ اگر آپ کے پاس کمپیوٹر یا وائی فائی کی سہولت نہیں ہے تو ڈرہم ریجن ہیلتھ ڈیپارٹمنٹ کے ساتھ (1 800-841-2729) پر رابطہ کریں۔ آپ کے اپائنٹمنٹ کا وقت اجیکس یا اوشاوا میں واقع کووڈ تشخیصی مرکز میں مختص کر دیا جائے گا۔ جو بھی شخص شدید بیمار ہو یا طبی لحاظ سے کسی شدید پریشانی میں مبتلا ہو اسے چاہیے کہ وہ 911 پر رابطہ کریں جس کے بعد ہمارے ایمرجنسی شعبوں میں سے کسی ایک میں اس کےمعائنے کا بندوبست کر دیا جائے گا۔ لاکرج ہیلتھ ہسپتال اور ڈرہم ریجن ہیلتھ ڈیپارٹمنٹ کلینک اور دوسرے مقامی پیشہ ورانہ اداروں کے ہمراہ مؤثر انداز میں ایسے ذرائع کی تلاش میں ہیں جس سے ٹیسٹنگ کے عمل کو وسعت دی جا سکے اس میں ڈرہم کے دوسرے حصوں میں نئے سائٹس کھولنا شامل ہے۔ مزید تفصیلات کے لئے رابطے میں رہیے۔
سرجری اور دیگر طریقہ کار

آرچرڈ ولا میں وبا کے روک تھام کی خوش انتظامی
لاکرج ہیلتھ ہسپتال کو اس بات پر خوشی ہے کہ ڈرہم ریجن ہیلتھ ڈیپارٹمنٹ نے آرچرڈ ولا میں واقع طویل مدتی کیئر ہوم اور ریٹائرمنٹ ہوم میں کووڈ – 19 کے پھیلاؤ کےخاتمےکے حوالے سے آگاہ کیا ہے۔ پچھلے دو ہفتوں کے دوران آرچرڈ ولا میں کسی بھی نئے مثبت کیس کی تصدیق نہیں ہوئی ہے۔ فی الحال وہاں کے باسیوں کی تعداد 155 ہے جو اس وائرس میں مبتلا ہونے کے بعد صحتیاب ہو چکے ہیں۔
جب سات ہفتے قبل لاکرج ہیلتھ ہسپتال کے منتظمین وبا کے خلاف رہائشی عملے اور کینیڈین مسلح افواج کے تعاون سے ترتیب شدہ جوابی اقدام کی قیادت کرنے کیلئے آرچرڈ ولا گئے تھے، تو اس وقت ہم نے اس وباء پر قابو پانے کیلئے فوری اقدامات اٹھائے تھے اور وہاں کے باسیوں کو نگہداشت کی بہترین سہولیات کی فراہمی کیلئے موقع پر مدد فراہم کی تھی۔ ہمیں اس بات پر بھی خوشی ہے کہ ہم کچھ بنیادی خدمات اور سرگرمیاں دوبارہ شروع کرنے کے قابل ہو گئے ہیں جو وہاں کے باسیوں کی فلاح و بہبود کے لئے نہایت اہم ہیں۔
ہمیں اس اہم کام کی حمایت کرنے پر لاکرج ہیلتھ ٹیم اور آرچرڈ ولا کے عملے پر فخر ہے۔ آنے والے ہفتوں کے دوران لاکرج ہیلتھ ہسپتال آرچرڈ ولا کے نظم و نسق کے حوالے سے مزید فعال کردار ادا کرے گا تاکہ موقع پر موجود محنتی عملے کو مزید معاونت فراہم کی جا سکے۔

امید ہے کہ مزاج گرامی بخیر ہوں گے۔ دعا ہے کہ خیریت، عافیت ، توفیق ہمیشہ آپ کے ہمراہ رہے۔ میں آپ کے لیے اور پوری انسانیت کے لیے دعا گو ہوں کہ اللہ ہم سب کو موجودہ کرونا کی وباء سے محفوظ رکھے۔ آمین
سب سے پہلے میں آپ کو یونیورسٹی آف منیجمنٹ اینڈ ٹیکنالوجی لاہور کی طرف سے آپ کی عالم اسلام اور انسانیت کے لیے جدوجہد کے اعتراف میں ڈاکٹریٹ کی ڈگری ملنے پر مبارک باد پیش کرتا ہوں۔ اللہ آپ کی صلاحیتوں میں مزید اضافہ کرے۔ یونیورسٹی میں اس وقت 25 ہزار طلبہ زیر تعلیم ہیں اور ہم آپ کے ساتھ مل کر آپ کی جدوجہد اور مشن کو آگے بڑھانا چاہتے ہیں ۔اس کے لیے ہمیں آپ کی سرپرستی کی ضرورت ہے۔ اس سلسلہ میں دو تجاویز جو اس خط کے ساتھ ہیں۔ ارسال خدمت ہیں۔ امید ہے کہ شفقت فرمائیں گے۔

أتمنى أن تكونوا معاليكم بأتم الصحة والعافية، وأسأل الله تعالى أن يديم عليكم نعمة الصحة والعافية. كما أسأله جلا وعلا لي ولكم ولكافة المسلمين الحفظ والسلامة من مرض كورونا المستجد إنه سميع مجيب الدعوات.
بدايةً يطيب لي أن اُهنئ معاليكم على نيل شهادة الدكتوراه الفخرية من جامعة الإدارة والتكنولوجيا بمدينة لاهور الباكستانية إعترافاً بجهودكم من أجل العالم الإسلامي والإنسانية بأسرها. وأسأل الله سبحانه وتعالى أن يرزقكم المزيد من التقدم والرخاء في المهارات والقدرات التي أنعم الله عليكم بها.
وأفيد معاليكم أن جامعة الإدارة والتكنولوجيا يدرس فيها حالياً خمسة وعشرون ألف (25,000) طالب وطالبة في المراحل التعليمية المختلفة. ونحن في إدارة الجامعة نفتخر بأننا نشارك جهود معاليكم الرامية نحو تعزيز التعليم العالي في كافة أنحاء العالم بصفة عامة والعالم الإسلامي بصفة خاصة. لكن أمامنا عوائق تدفعنا إلى الوراء ونحن معتزمين لمعالجتها بالتعاون مع معاليكم لكي نتمكن من مواصلة سيرنا تجاه الفوز والنجاح في هذا المجال. و وصولاً للهدف، أرفع لمعاليكم بطيه بعض المقترحات راجياً التكرم بالنظر فيها بعين الإعتبار حيث نرى أنها ستساعدنا في تحقيق أحلامنا نحو تعزيز جهودنا التعليمية بالجامعة.
ويجدر الإشارة هنا إلى أنني بدأت كتاباً باللغة الأردية – وهي لغة أكثر من مليار شخص في العالم - لإبراز جهودكم الرامية حيث وصلت محتويات الكتاب لأكثر من (150) صفحة حتى الآن ويجري العمل عليه حالياً. لذا أتطلع لبعض المعلومات قد يرى معاليكم أن يسلط الضوء عليها في الكتاب علماً أن تعاونكم في هذا المجال سيسهل عليّ إكمال المهمة بكثير. وأؤكد لمعاليكم أن الكتاب المذكور سيساعدنا في إبراز شخصية معاليكم من ناحية كما سيساعدنا في نشر ما تقوم به رابطة العالم الإسلامية حول العالم من ناحية أخرى.
ويطيب لي أن أغتنم هذه الفرصة لأن أتقدم بطلبي هذا لإتاحة الفرصة للإجتماع مع معاليكم متى رأيتم وذلك لمناقشة بعض المواضيع ذات الاهتمام المشترك.

We are Ben Ford (Professor of Mathematics at Sonoma State University) and Rena Dorph (Director of the Lawrence Hall of Science at the University of California, Berkeley (the Hall)). Sonoma State University (PI: Ben Ford) and the Hall (PI: Rena Dorph) are leading a collaborative project, Make Math Real: Realize Equity to Activate Learners, funded by the National Science Foundation (NSF # 1850367). Make Math Real is a project that aims to integrate maker experiences to foster student engagement in math learning. Your youth is being invited to participate because their teacher is participating in the professional learning project.
Purpose: The research study associated with this project aims to understand 1) what aspects of the mathematics Maker Learning Cycles (MLCs) provide opportunities for English Learners to equitably access mathematics learning? and 2) how do MLCs enable participating teachers to recognize capacities in English learners and support engagement in math learning. As part of this study, we are interested in gathering students’ perspectives.
Before you and your youth decide whether they will be part of this study, it’s important for all of you to understand why we’re doing the research and what’s involved. Please read this form carefully. (Your youth will receive their own assent form.) We encourage you to discuss the study with your child. If you or your youth has questions about the research, feel free to ask us.
Summary of Procedures: If your youth decides to participate and you give permission, we will ask them to do the following throughout the course of the school year:
· Complete a brief five-minute survey three times about their engagement in a math activity. They will take the survey on paper or online using a tablet or computer provided by their teacher or the researchers. We will coordinate with the teacher to determine the best

approach. Total time for surveys is 15 minutes.
· Be observed participating in math activities during regular classes up to six times over the course of the year. Observations are intended to focus on teacher facilitation and student engagement. We will be video-recording these lessons. If your youth does not want to be included in the video-recording, we will not include them. We will remove any identifiable information from video recordings and blur any faces that appear. Video recordings will only be used for research purposes.
· (Maybe) We may also invite your youth to participate in an interview to learn about their thoughts and ideas about math. Interviews will take place during class time and will take up to 20 minutes.
With your youth’s permission, interviews will be audio recorded for transcription purposes. If your youth does not wish to be audio recorded, we will take handwritten notes instead. If your youth agrees to be audio recorded and changes their mind, we can turn off the audio recorder at any time.
Time commitment: The total time commitment for all research activities is 15 minutes. If your youth is invited to participate in an interview, additional time would be up to 20 minutes for a total of 35 minutes over the school year.
Study Location: All activities will take place at your child’s school during class time. If needed, we can coordinate interviews outside of class time at a time and place you and your child decide.
Benefits: There is no direct benefit to your child from taking part in this study. However, we hope that the results of the research will help us understand more about how to use making to foster youth engagement in math learning.
Risks: There are minimal risks to participating in this study. The main risks to participants are embarrassment and invasion of privacy. Youth being audio- or video-recorded may feel less comfortable than they normally would.
Confidentiality: All study data will be handled as confidentially as possible, with the exception of certain information that we must report for legal or ethical reasons, such as suspected child abuse or neglect. However, as with all research, there is a small chance that confidentiality could be compromised. We are taking precautions to minimize this risk.
We will assign your youth a unique study participant ID number that will be used to identify all of your child’s study data instead of using his/her name. A log linking participant ID numbers to names will be kept by researchers in digital form that is both password-protected and encrypted and stored separately from the rest of the study data.
If your youth gives us permission to record the observations or interviews, please note that in the event of an unintended breach of confidentiality the recording of your youth’s voice could be recognized. We will minimize this risk by encrypting and password-protection the audio and video files. The audio files will be transcribed and identifiable information will be replaced with

participant ID numbers. All files will be destroyed up to five years following the completion of the study.
We will store physical (paper) versions of the audio file transcriptions, survey and observation data, interview notes and consent forms in a locked cabinet that is only accessible to the research team. Data will be scanned and kept in a secure password-protected electronic server that can only be accessed by the study personnel on this project through the secure practices of Lawrence Hall of Science employees.
Electronic research files, including survey, audio and video files will not contain names of participants. Although every reasonable effort has been taken, confidentiality during actual Internet communication procedures cannot be guaranteed. All digital files will be stored on a electronic server that is password-protected and that is only accessible to the research team.
Data for future research: When the research is completed, we may retain study data for five years, for use in future research done by us or other researchers. If results of this study are published or presented, individual names will not be used. The same measures described above will be taken to protect confidentiality of this study data.
Identifiers might be removed from your youth's identifiable private information. After such removal, the information could be used for future research studies or distributed to other investigators for future research studies without additional informed consent from the subject, the parent, or the legally authorized representative.
Participation in this research is voluntary. You have the right to decline to allow your child to participate or to withdraw your child at any point in this study without penalty or loss to benefits to which you and your child are otherwise entitled. Your child has the same rights to decline to participate or withdraw from the study at any time. Regardless of whether your child participates in this research, there will be no impact to your child's grades or standing at their school.

Lesswa village is located at distance of 64 Km from Muzaffarabad at travelling time of two and half hours. It has a hilly terrain and a stream is crossing the village located in between the high mountains.
Catchment area of the lasswa nullah involves of Dambran, Kathian, Kunner Bela, Domail, Upper Leswa and Lower Lesswa. Water collect in the lesswa nullah near kahuna and after then the water follow the only Lesswa nallah and then enter to river Neelum.
A. Main Causes of the Lesswa flood
1. Cloudburst
A cloudburst is an extreme amount of precipitation in a short period of time, sometimes accompanied by hail and thunder, which is capable of creating flood conditions.
2. Storage of wood in the Nullah
Since the area is rich of forest and the local people cut the trees and store it for seasoning and used for fire or used it for construction of houses.
Availability of these dumps in the Nullah causes blockage of smooth water flowing, these wooden pieces collects at point and act like dam and after sudden broken of that causes flood.
Survey of the houses, basic health unit, schools, mosques & water supply schemes
As we reached the main point we noticed that all the villagers were waiting us to listen the relevant high officials regarding the damages took place in the flood-prone area. In this meeting all the spoke-persons applauded the struggle of Saudi Arabia generally and the visit the Saudi Ambassador on this sad occasion especially as the brethren country always assured his contribution in worse situation.
Further the people of the area were having high hope and expectations that the Saudi Arabia will help them through this situation.
A. Houses
It is been noticed that the cloud burst caused flash flood which wiped out whatever came in front of it. Number of houses were washout by the flood water, number of residents were losses their life in the same and there died bodies till now not recovered.
The plain area is fully ruined and destructed which is now not feasible for construction. The accurate situation regarding new construction plot has been shared with district administration in the follow-up meeting, based on that meeting the local government directed to concerned departments to sort out the issue, further the local government undertook the responsibility of submitting conceivable report on the availability of plots for construction. In this regard as we get approval for construction the local government bound to provide the report in question.
B. Schools
As observed in the visit that two primary schools were fully washed away in the flood, no traces were there only one primary school sign board were there.
The other two school were not fully damaged by flood water but partially damaged, these two schools were consists of single
A Spacious and refurbished building for high level and four numbers primary level schools in three villages are highly recommended. The government authorities also stressed the primacy of the public interest premises like school buildings and hospitals and also suggested to take such projects on priority basis.
C. Mosques
There were two small mosques and one Jamiah Mosque in the lesswa Valley which were fully washout by the flood. There are ten people were died in the jamiah mosque.
It is to recommend that Leswa valley needs three mosques; one congregational and two small mosques. We shared the policy with the local government that in case the Donor agency accepts and approves Masajid project than handing over and taking over shall be between government and KS relief. The local government appreciated the set policy and endorsed in advance.
D. BASIC HEALTH UNIT
There is only one basic health unit in all three villages which is located in Lesswa. During The survey the basic health unit was found partially damaged.
Main gate, boundary wall, paint works, doors, windows and elevated water tank were damaged in flood. A pedestal bridge is also required near to the basic health unit for the crossing of patients because the flood have been disturbed the path also.

تقع قرية ليسوا على مسافة 64 كيلو متراً من مظفر آباد. حيث يستغرق السفر ساعتين ونصف للوصول لها من مدينة مظفر آباد. علماً أن القرية تقع بمنطقة جبلية ويمر مجرى المياه في القرية نفسها والتي تقع بين الجبال المرتفعة.
يتدفق مجرى المياه خلال المناطق (دامبران، كاتهيان، كونير، بيلا، دوميل، ليسوا العليا وليسوا السفلى). تتجمع المياه في المجرى لقرية ليسوا بالقرب من منطقة كهونا وبعدها تتدفق في المجرى نفسه حتى تصل إلى نهر وادي نيلم.
الأسباب الرئيسية لفيضانات قرية (ليسوا)
1. العاصفة(وابل) (Cloudburst):
العاصفة (الوابل) هي كمية كبيرة من الأمطار التي تهطل في فترة قصيرة من الزمن ومصحوبة أحياناً بالبرد وتؤدى إلى حدوث فيضانات.
2. تخزين الأخشاب في مجرى النهر:
حيث أن المنطقة غنية بالغابات، يقوم السكان المحليون بقطع الأشجار وتخزينها للمواسم واستخدامها لاحقاً للتدفئة أو لبناء المنازل. ويؤدي توفر هذه الأخشاب في مجموعات إلى انسداد تدفق المياه في المجرى، حيث تتجمع هذه القطع الخشبية عند نقطة معينة وتصبح مثل السد وبعد تجمع المياه بغزارة يؤدي الكسر المفاجئ للسد (الأخشاب) إلى حدوث فيضانات.
مسح المنازل والمراكز الصحية والمداس والمساجد وشبكات المياه
أ. المنازل:
لوحظ أن العاصفة تسببت بحدوث فيضانات مفاجئة أدت إلى جرف وتدمير كل ما كان في طريقها. حيث جرفت مياه الفيضانات عدداً من المنازل وألحقت خسائر فادحة بحياة السكان، حيث أن هناك جثث لم يتم استخراجها بعد. وقد تضررت منطقة وأرضية المنازل بالكامل وهي الآن غير قابلة للتشييد.
تم إبلاغ المعنيين بضرورة توفير الأراضي لبناء منازل جديدة في الاجتماع التالي مع إدارة المنطقة. وبناءً عليه، فقد تم توجيه الإدارات المعنية من قبل الحكومة المحلية لحل هذه المشكلة. كما تعهدت الحكومة المحلية بتقديم تصور عن كيفية توفير قطع الأراضي للبناء. لذلك عندما نحصل على موافقة على البناء، فإن الحكومة المحلية سوف تكون ملتزمة بتقديم التقرير المطلوب.
ب. المدارس:
لوحظ في الزيارة أن الفيضانات قد أدت أيضاً إلى القضاء على مدرستين إبتدائيتين بأكملها ولم يبقى أي أثر لها عدا لوحة إحدى تلك المدارس. كانت هناك مدرستين أخريين ومكونتين من غرفة واحدة، حيث لم تتضرر تلك المدارس بأكملها بل لحقت بها أضرار جزئية.
ونوصي بضرورة بناء مدرسة ثانوية و أربع مدارس إبتدائية في ثلاث قرى. وقد أكدت السلطات الحكومية على إعطاء الأولوية للمباني العامة اثناء عملية إعادة التأهيل والبناء مثل مباني المدارس والمستشفيات.
ج. المساجد
كان هناك مسجدين صغيرين ومسجد جامع في قرية ليسوا وقد دمرت الفيضانات جميع تلك المساجد بأكملها. نرى أن هناك حاجة بقرية ليسوا إلى بناء ثلاثة مساجد أي مسجد جامع ومسجدين صغيرين.
د. المراكز الصحية
لا يوجد غير مركز صحي واحد يخدم قرية ليسوا وجميع القرى المجاورة، وخلال المسح الميداني تبين بأن المركز الصحي تضرر جزئياً بالفيضانات. حيث تضررت البوابة الرئيسية والجدار المحيط بالمركز وأعمال الطلاء والأبواب والنوافذ وخزان المياه المرتفع جراء الفيضانات.
هناك حاجة لبناء جسر المشاة أيضاً بالقرب من المركز الصحي لعبور المرضى حيث أن الفيضانات قد ألحقت أضرار على الطرق.

إن جميع أفراد البشر من أي أمة كانوا، وإلى أي عنصر انتموا يدركون بصورة فطرية ضرورة الوفاء بالعهد وقبح نقض العهد. كل فرد يدرك أنه إذا تعاهد مع شخص آخر فهو ملزم بأن يفي به، فلو تخلف عنه كان قد ارتكب خطأ، ويحس في ضميره الباطن بالخجل والندم. وكذلك إذا كان قد تعاهد معه شخص فإنه ينتظر بصورة طبيعية أن يفي له بالوعد، فلو تخلف عن ذلك فإنه يحس بأن ذلك الشخص قد ارتكب فعلا قبيحاً.
إن الطفل يدرك بفطرته الطبيعية لزوم الوفاء بالعهد في الوقت الذي لا يدرك المائل العلمية والعقلية. وعندما يعده أبوه بأن يجلب له عند عودته إلى البيت شيئاً من وسائل اللعب فإنه يتوقع بصورة طبيعية أن يفي أبوه بوعده ويطمئن الى هذا التوقع الفطري. فما دام الأب لم يعد، يمني نفسه باللُعبة، وعندما يسمع الجرس يرن ويدخل الأب يتقدم لتناول لعبته، وينظر إلى يد أبيه، فإن لم يكن الأب قد وفى بوعده يتأذى الطفل، ويحس بأن حادثة على خلاف ما كان يتوقع قد وقعت... إن هذا العمل يعتبر سيئاً عند بقية الأطفال أيضاً.
لقد جاء الأنبياء ورسل السماء يؤكدون طوال القرون المتمادية حسن الوفاء بالعهد وقبح نقض الميثاق، وأخذوا يربون البشر على هذا الإدراك الفطري، ويغرسون بذور هذه السجية الفاضلة في نفوس الناس، فهذا العمل موافق للوجدان الأخلاقي الفطري من ناحية، ومنسجم مع الوجدان الأخلاقي التربوي من ناحية اخرى.
الوفاء بالعهد واجب:
لقد اعبتر الوفاء بالعهد واجباً شرعياً في الإسلام على جميع المسلمين في مختلف الأمور الفردية والإجتماعية، وقد جاءت نصوص كثيرة تؤكد على هذا الموضوع، واليكم بعضاً منها: ـ
1 ـ قال تعالى: (وأوفوا بالعهد * إن العهد كان مسؤولا) سورة الأسراء: 34.
2 ـ وقال أيضاً: (والذين هم لأماناتهم وعهدهم راعون) سورة المؤمنون: 8.
3 ـ وفي الحديث الشريف: (لا دين لمن لا عهد له).
4 ـ وفيه ايضاً: (عِدَة المؤمن أخاه نذرٌ لا كفّارة له)
Translation - English REVOCATION OF COVENANTS
Indeed, all human beings without any distinction of the nation and race they belong to, naturally realize the need of observing covenants and the dreadfulness of their revocation. Everyone knows that when he enters into a covenant with another person is obliged to observe it and if he fails to do so he is a wrongdoer and feels shyness and repentance in his heart. Similarly, when someone else has had a promise/commitment with him, he naturally expects that the promise/commitment has to be fulfilled to him. In case the person fails, he feels that he has committed an odious / abhorrent act.
Similarly, a child naturally perceives the importance of fulfilling covenants prior to the stage of his/her mental perception and maturity. When his/her father promises him/her that he will bring him/her a toy on his return to home, he/she expects that his/her father will meet his commitment made with him/her and remains confident towards this natural expectation. As long as his/her father does not return home, he/she remains hopeful for what has been promised with him/her. And when he/she hears the ringing of the bell and his/her father enters home, he/she proceeds to receive his/her toy and looks towards the hands of his father. And if his/her father does not fulfill his promise, the child hurts much and feels that the incident occurred is in contrast with his/her expectation … Indeed, this kind of act is considered bad by other children too.
There have come Prophets and Messengers of Allah who, for several consecutive centuries, emphasized the goodness/perfection of observing one’s covenants and the dreadfulness of their revocation. They started guiding the human beings over this natural perception and inculcated them with the genuineness of this sacred characteristic. Due to this reason while this deed is in agreement with one’s natural moral feelings on one hand, it is in harmony with the intellectual moral feelings on the other hand.
OBSERVING OF COVENANTS IS MANDATORY:
In Islam, observing of covenants is considered as mandatory for all Muslims in their various individual and social matters. In this regard many scriptural texts have been revealed stressing this very topic. Some of them are quoted below:
1. Allah the Almighty Says: (*And fulfill (every) engagement, for (every) engagement, will be enquired into (on the Day of Reckoning*) Al-Israa – 34
2. Also the Almighty Says: (Those who faithfully observe their trusts and their covenants) Al-Muminun – 8.
3. It has also been narrated in Prophetic Traditions that: «There is No Religion/ Faith (Deen) for the one who does not observe the covenant».
4. And that: «Covenant of a Muslim with his brother Muslim is such a vow having no expiation».
