A colleague recommended a book on localization by Bert Esselik called \"A Practical Guide to Software Localization - For Translators, Engineers and Project Managers\" (199. Unfortunately it is out of stock but amazon.com offers a similar one by the same author published in 2000: \"A Practical Guide to Localization\".

Has anyone read the latter? And if so, is it any good? And how does it compare to the former?

It is Bert Esselink.
Yes, it is a very good book.
The 2000 edition is the revised version of the first edition.
Great reviews on both versions over the years.
