Well, it's [practically] free to try it: you can create an XLIFF file and then "translate" it by replacing all vowels with "x", and then upload the XLIFF file again. You can then download a "preview PDF", which is watermarked but which you don't need to pay for. This will show you whether that particular file will work well with TransPDF. I believe you can upload the XLIFF and download preview PDFs as often as you want, without paying extra. You only pay credits if you download a non-watermarked PDF. Credits cost $10 for 20 credits. Apparently, one can improve the XLIFF file by using Infix to mark in the PDF which content belong together.

As to street banners, it is possible you might get a photo, instead of a PDF.
