Social sciences - EN > other language: unlikely for articles, maybe for textbooks (IMHO)

My experience is that a lot of academics want to publish their articles in English, and so they need to have them translated OR proofread. I have done a lot of social sciences / anthropology / political sciences / development aid studies that way in FR-EN and GER-EN. However, are there specialist journals which will only publish in Portuguese, and academics who are not natives who will want their articles translated into Portuguese for them?
