I was also wondering whether "a compact technical facility" would also convey the sense.

Obiekt inżynieryjny is clearly a facility. Someone engineered it (designed and built it), but it serves technical purposes. Engineered facility does not sound right to me; engineering facility sounds even worse and is quite pretentious for a car wash.
