Je pense qu'il s'agit d'un "plafond de référence" qui est établi et évolue en fonction du salaire de départ de l'échelon dans l'échelle salariale; l'accès au plafond de l'échelle (maximum) dépendrait de certaines conditions fondées sur les qualifications - comme le mentionne Samuël. Voir, par exemple:

échelon exceptionnel ? échelon hors classe ? On trouve ces mentions dans la fonction publique. Pas certain que cela corresponde exactement à ce qui est décrit dans la question (donc pas de réponse de ma part), mais si ça peut servir de piste...

@ Asker Within a given pay grade (through which you normally progress automatically), there may be a 'bar' (I suppose it's a 'palier' or 'étape'?) where you stop progressing unless some other condition is satisfied — might be obtaining a qualification, or having an assessment, etc.; so the automatic progress becomes conditional on something else...

neutral Daryo : It really is a kind of "upper limit", bur expressed that way it's ways too misleading. It's an "upper limit" between 2 sub-categories within the pay grade, not of the whole pay grade.
