The "cage" refers to the rib cage of the bird, and as the recipe uses "bone" in the singular, I would imagine that this is only one bone from the rib cage (logically the one nearest the top of the thigh). Leaving this on provides a wider and slightly meatier top to the leg.

I opened the package and discovered that a “leg quarter” did not end at the thigh, but appeared to include part of the chicken rib cage.
