Die Financial Conduct Authority ist die britische Finanzaufsichtsbehörde (die ehemalige Financial Services Authority FAS) (http://fca.org.uk/).
Ich würde beide Ausdrücke so stehen lassen und nur eine deutsche Erläuterung beifügen.
