Kontext:
Maintenance Work Order with automatic Release (PM12) is an Order Type that should be used if no further planning is needed. All operations and stock materials have already been planned in task lists. External Services and Materials which require a Purchase requisition are not allowed with this Work Order Type. This Work Order Type should be used for the ***Covering Work Order*** in a Route.
A Preventive Maintenance Route Activity Work Order (PM13) should be used if no costs are posted to the individual task (e.g. Routes). The costs must be posted to a ***Covering Maintenance Work Order*** with automatic Release (PM12), which is automatically created together with a Route.
Ich habe leider absolut nichts zu „Covering (Maintenance) Work Order“ gefunden und kann mir auch nichts darunter vorstellen.

Verschiedene Online-Woerterbuecher uebersetzen "Rahmenvertrag" zwar mit "blanket order" (s. Links), aber wie bereits vorgeschlagen, scheint mir dies hier eine passende Uebersetzung zu sein.
