I searched everywhere for the right term, this is the closest I can find; it means that the two boats are so close that it is hard to tell which one is first; the term is normally used in a standstill in negotiations or in traffic; I'm not sure whether this sounds "nautical" enough here. Maybe it's a start

: Since the table is only an abstract statistical representation of their performance, I don't think anything like blocking is really appropriate here. Their relative standings can't influence each other directly. Logjam itself is already pushing it.

Gedränge
Instead of trying to translate the image of many logs getting jammed up and while drifting down a stream I would translate with what was meant. I think 'Gedränge' gets the idea of several people being close to each and in reach of the fourth place.

A "logjam" is really a very silly expression to use here, because it normally means a large number trying to use the same place or space, but here it's quite clearly only two competitors sharing the same (fourth) place in a sporting table.
