Ho messo "opere d'arte" come seconda alternativa perché "beni del patrimonio culturale" secondo me come definizione è più ampia e inclusiva e ora ha una definizione:

"Appartengono al patrimonio culturale della Nazione tutti i beni aventi riferimento alla storia della civiltà. Sono assoggettati alla legge i beni di interesse archeologico, storico, artistico, ambientale e paesistico, archivistico e librario, ed ogni altro bene che costituisca testimonianza materiale avente valore di civiltà." - http://www.icar.beniculturali.it/biblio/pdf/Studi/franceschi...

Il fatto che questi "European treasures" abbiano anche un qualche tipo di rilevanza e di interesse pubblici mi sembra deducibile dal fatto che se fosse possibile comprarli, venderli e trasferirli liberamente, non ci sarebbe contrabbando...

Poi ovvio che il resto del testo potrebbe fornire ulteriore contesto utile a inquadrare meglio la cosa.
