В России КПП - это «Сочетание кодов ИНН и КПП позволяет однозначно идентифицировать каждую организацию (предприятие).» (та же ссылка)
Во Франции – номерной код предприятия в действительности служит лишь т.н. мотивом (условной компьютерной единицей учета), чтобы учреждение встало на налоговый учет (см. порядок регистрации франц. юридических лиц и индивидуальных предпринимателей):

Хотя и в России указание реквизитов организации должно обязательно содержать полную строку ИНН/ КПП - http://mvf.klerk.ru/f1otchet/1152016_titul_01.htm (пример правильного оформления строки: http://www.tihmash.com/tihmash/page16.38.htm ), т.е. франц. NIC+SIREN=SIRET

Le RCS se présente donc comme un casier qui centralise un certain nombre d'informations légales. En France, toute personne physique ou morale qui a la qualité de commerçant doit s'inscrire à ce registre.
