he buscado información y por lo que he podido leer, la Office of National Statistics (Instituto Nacional de Estadística español) y el General Register Office son un mismo organismo "por motivos históricos" en Inglaterra y Gales, porque recopilan datos sobre natalidad (en este caso es así, siendo un certificado de nacimiento), mortalidad y estado civil.
Yo los traduciría juntos y pondría una Nota del Traductor.
