It means to be present at the time the people go off on their excursions (from which point on, they will have another accompanier) — "Bye for now, have a lovely visit, see you this evening!", rather than just looking up from your newspaper and saying "The coach ought to be over there somewhere..."

I think the sense of 'to see off' here is probably best expressed as 'to be present when they leave' — we don't know to what extent they are 'accomanied' to that point; they will probably in fact make their own way to the front of the hotel, say; it's just the courtesy thing of actually being there when they leave (and of course also when they return!) — which is the bit that often gets overlooked.

Saluer le départ des excursionnistes
Pour mieux personnaliser ou "saluer les excursionnistes à leur départ". Dans "seeing off" il y a la double idée de présence et de *saluer le départ* de quelqu'un.
