I did consult with the client and she informed me that it refers to the "closing balance sheet" for that project.

Nothing to do with sewerage or cleanliness I am pretty sure this has nothing to do with "sanitation" or "hygiene". Look up "saneamiento de balances" in the context of banking

"Or" is wrong - it's "and".
"Fund" should be "funds", unless the Spanish "fondos" is wrong.

The closing balance sheet records the value of assets and liabilities held by units at the end of the accounting period. These items are categorised on the basis of the same classification used in the opening balance sheet and are valued at prices current at the end of the period.
