Not really enough context here
"state-mobilized modus operandi"
and more context would definitely be useful, [the whole sentence to start with], as "the same ... " implies that there was some previous occurrence of "whatever" done by "whoever" under the instructions from "the State" (whichever specific "organ of the State" orchestrated the "whatever" activity).
Assuming that the "state orchestrated" action was some kind of "pro-government counter-protest" is ways too simplistic. There are PLENTY other ways to interfere with annoying groups.
ALL we know so far is that something was done against these activists by someone in a way that shows that it was orchestrated by some organs of the State in the same way as some previous interferences from that same State.
Nothing more. A bit too vague for a good translation.
