Guardian's journalist are hardly experts in anything, and definitely not in the infinite ways of cheating used in the auto trade.

A "ringer" is simply a vehicle with a fake identity - using the real identity of a another vehicle that is still registered as being roadworthy, although that other vehicle might have been crushed months ago without notification to the DVLA. Or even a vehicle cobbled together from 2-3-4-.. scraped vehicles acquired perfectly legally.

Il n'y a apparemment pas de mot précis en Français pour "ringer".
La traduction peut donc venir de sa définition.

On pourrait rendre la dernière phrase par voiture avec VIN modifié ou cloné (voiture à identifiant usurpé ou cloné)

Le terme spécifique de "ringer" est sonnerie ou alarme. Mais ici, il a un autre sens.
Un "ringer" est un véhicule volé dont le VIN (Vehicle Identification Number) a été remplacé par un VIN d'un autre modèle radié et fourni par la suite avec de faux documents.

disagree Daryo : no - a "ringer" in the autotrade jargon is a vehicle with "fake identity" - it could also be, more often than not, a written-off scrap vehicle acquired *in a perfectly legal way*, before being counterfeited with the identity of another roadworthy vehicle.
