Imprimerie Nationale is the name of the firm, as well as the brand name of the paper, the security aspects, means that this paper is secured, i.e. once written on it, it cannot be written again, or cannot be used for photocopies - for example, when you try to photocopy certain type of paper, the material does not photocopy. that seems to be the case here - either expression would work

An "extrait Kbis" is the French certificate of registration
for a legal entity, issued by a "tribunal de
commerce". There is also an "extrait K" which is
certificate for individual enterprises or a one-man
business.
