Municipalities are responsible for spatial planning at the local level, and there are 4 stages distinguished in the plans, as follows:
„h Settlement Development Concept, including strategic decisions and enacted with a municipal resolution.
„h The Settlement Structure Plan is the local plan that includes directions for shaping and protecting the settlement and for development, on the basis of the above Development Concept.
„h The Local Building Regulation is a municipal decree, which defines and controls building regulations in accordance with local characteristics.
The Lay-out Plan is the detailed cartographic local plan, worked out in line with the structure plan, where building regulations, land uses, special local requirements and provisions for the protection of the natural landscape and architectural assets are mapped.
