Gutachterverfahren

German to English Law/Patents Architecture
Prominent architects are assembled to develop proposals for an urban development project. Their proposals are evaluated an Obergutachtergremium and awards are made to the accepted proposals.
I'm calling the Gutachter referees. The best I could come up with for the process is Accreditation Process. My dictionary gives me "procedure for calling in expert opinion" but that seems very awkward. All ideas appreciated.

Ah yes, I saw this text too! I know that the project management company involved calls a Gutachten an 'expert opinion' or an expertise as I have done work for them before. As to the procedure I would let it correspond to the text - is it more of selection process or more of a call for tenders? Good luck!

I don't know if this is an English expression used but
expertise = someone's (an expert's) 'Sachwissen'/expert knowledge
Verfahren = proceedings rather than procedure

In my opinion, if you are calling the people responsible for the procedure 'referees', then this is the most etymologically consistent solution.

expert assessment procedure

The Gunston/Corner glossary of financial and economic terms (8th edition) suggests "assessors" for "Gutachter" (among other things), which seems to fit the bill in your case. From this I have derived my suggested translation - it's my invention, totally undocumented by any source!
