There is a rare breed of people with a robust moral compass and unfailing integrity, prepared to stand up and speak out for what they know to be right no matter the personal risk. One of them is this years Rafto laureate, José Raúl Vera López, Bishop of Saltillo, Mexico.
Equal worth and dignity is what directs his struggle for human rights and social justice. This is why Don Raúl, as he is affectionately known, is a beacon of hope and inspiration for the poor and excluded. It is also why he is the controversial bishop, challenging people of power and privilege.
People like Don Raúl are important to all societies and at all times. We need them to be our social and political conscience, to hold up a mirror so that we can see the injustices our institutions create and uphold. This is particularly important - and dangerous - in the dramatic political situation in Mexico.

José Raúl Vera López was born on 21 June 1945. He studied chemistry, philosophy and theology before becoming a Dominican priest. In 1988, he founded the Juan Navarro social centre - the first of many institutions he has helped establish to assist poor and marginalized people. Institutions that not only tend to immediate needs, but make people aware of their rights and better able to work for lasting changes,
In 1995 Raúl Vera was appointed assisting Bishop in Chiapas. The church hoped for a counterweight to Bishop Samuel Ruiz, who had annoyed both the Vatican and the Mexican government by insisting that the Church be on the side of the people, in his case the Maya Indians. Ruiz was a bishop in a long Latin American tradition, using social and economic analysis in the development of religious teachings, and focusing on Jesus as “liberator of the poor”. This tradition can be traced back to Bartolomé de las Casas, who became the first bishop of Chiapas in 1544. He collected statistical data and used them to show what happened to exploited people in the new world. They died. Don Bartolomé wrote about it and tried to change oppressive laws and institutions.
Far from breaking with this tradition, Bishop Vera engaged forcefully to improve the rights of poor peasants and indigenous peoples. During the Chiapas rebellions in the 1990s, he worked with Bishop Ruiz to broker and maintain the ceasefire between the government and the Zapatistas. His efforts met with disapproval from the authorities, and the Church did not appoint him to take over when Bishop Ruiz retired, thus breaking a 500 year old custom of succession in Chiapas.
Instead, Raúl Vera was appointed Bishop of Saltillo, in the state of Coahuila, bordering the United States. Here, he stepped up his struggle for the poor and excluded and against abuse of power and privilege. He founded Fray Juan de Larios Centre for Human Rights and continued to base his work on the realization of how people's lives and opportunities are shaped by social, political and economic conditions.

He has deep concern for the humanitarian tragedy facing the many migrants on their way though Mexico to the United States.
In August the dead bodies of 72 migrants were found on a farm in Tamaulipas. The victims were migrants from Central and South America who were kidnapped and killed. The massacre highlights the vulnerability of migrants in Mexico. They are victims of kidnappings, extortion, rape, trafficking, sale of organs, and forced recruitment into criminal cartels. The perpetrators are criminals - but also state officials. Mexican authorities fail in protecting the migrants and crimes against them are committed with impunity.
Don Raúl works at the political level to reduce the vulnerability of the migrants and secure their rights - but he is also engaged in assisting individuals with immediate needs and has helped establish two shelters for migrants in Coahuila. Belén - the shelter in Saltillo, has given support to 40,000 migrants.
Raúl Vera also challenges the scepticism with which we view the migrants. And in the programme you can read his words in memory of killed migrants, praising their determination to create a better life for themselves and their families.
Don Raúl, your challenge is also relevant in Norway, Scepticism towards migrants is growing and few speak up in public to defend their rights and human dignity.

Mexico is the main artery for illegal drugs from Latin America to the United States. This has brought violence, fear and destruction. The drug-economy has staggering proportions and almost half a million people are employed in production and trafficking. Even more worrying is the power of the drug cartels over society. Politicians, police officers and journalists who do not march to their tune live dangerously. Those who are corrupted risk being targeted by competing cartels. At least 11 mayors have been murdered this year.
When President Calderón took office four years ago, he declared war against drug trafficking and crime, and deployed military forces to conduct policing activities. This lead to an increase in the violence. The drug war has since claimed more than 28,000 lives.
Bishop Vera shares the government's concern for the power and violence of the drug cartels. But he criticizes their methods. They do noy solve the problems, and undermine the rule of law instead of upholding it.
Crimes committed by soldiers - including widespread sexual violence - are rife and the guilty are not brought to justice.
Raúl Vera argues that the fight against the drug cartels must be based on respect for the law. To compromise on democracy and human rights will not bring security. We must look at the economic forces that drive the drug industry, nationally and internationally. The financial players who run and benefit from this illegal and violent trade must be arrested and convicted. Underlying social causes in Mexican society must also be addressed. High unemployment and deep poverty secures recruitment to the drug trade.
The situation in Mexico is a world apart from our society. Still your warning against compromising rights and freedoms to fight crime is timely, as we place increasing emphasis on security and increase police powers.

A very different problem that concerns Bishop Vera - which also is of global relevance - is the social exclusion of gays and lesbians, including by the church itself.
The San Elredo community in Saltillo offers pastoral care to young people of all sexual orientation, and Don Raul works to promote their dignity and human rights and to integrate them in society and in the Church. When the state of Coahuila legalized civil unions for same sex couples in 2006, Raul Vera refused to condemn the law. Again, his emphasis is on fighting prejudices: “The gay and lesbian community deserves respect. We must strive to remove prejudices and to understand the social order in which we live. Our issues are not resolved through prejudices, but through deeper knowledge.”

Don Raúl Vera, in the spirit of Thorolf Rafto, you speak truth to power based on a potent combination of social and political analysis and moral conviction. You do this in a situation where being a critical voice requires great courage, where human rights defenders and journalists are exposed to threats and surveillance, and are killed as a consequence of their work.
Yesenia Ramirez, journalist in Saltillo, gave testimony to this. Explaining why it was important for her to come to Bergen for today's prize ceremony, she said ”Don Raul's work is of the greatest importance not only for us but for the whole people of Coahuila, who deal with the violence and injustice that prevails in our country, and that each day grows worse. We applaud the actions of Mr. Vera Lopez, who is facing governments and speaks up risking his life.”
The importance of speaking out against injustice in this context cannot be overstated. As Desmond Tutu, fellow Bishop and Nobel Laureate, said, “If you are neutral in situations of injustice, you have chosen the side of the oppressor”

Hay una escasa clase de personas con una fuerte referencia moral e integridad constante, preparadas a defender lo que consideren correcto sin hacerle caso al riesgo personal que corran. Una de estas personas es el laureado con el premio Rafto de este año, José Raúl Vera López, obispo de Saltillo de México.
Igualdad de valor y dignidad es lo que dirige su lucha a favor de los derechos humanos y la justicia social. Es por esta razón que Don Raúl, como le llaman afectuosamente, es un faro de esperanza e inspiración para los pobres y excluidos. Es también la razón por la cual es un obispo controversial, quien desafía a la gente de poder y privilegiada.
Las personas como Don Raúl son importantes para cualquier sociedad y en cualquier tiempo. Las necesitamos para que sean nuestra conciencia social y política, para mostrarnos las injusticias que nuestras instituciones crean y mantienen. José Raúl Vera López nació el 21 de junio de 1945. Estudió química, filosofía y teología antes de ser sacerdote dominicano. En 1988 fundó el Centro Social de Juan Navarro – la primera de varias instituciones a las que ha apoyado en establecer para asistir a gente pobre y marginada. Son instituciones que no solamente se ocupan de necesidades inmediatas, sino también hacen que la gente tome conciencia de sus derechos y sea más hábil de trabajar por cambios permanentes.
En 1995 Raúl Vera fue ordenado obispo de Chiapas. La Iglesia esperaba un “contrapeso” al obispo Samuel Ruiz, quien había molestado tanto al Vaticano como al gobierno mexicano insistiendo que la Iglesia esté con el pueblo, en su caso con los mayas. Ruiz fue obispo en una larga tradición latinoamericana, y utilizó el análisis social y económico en el desarrollo de las enseñanzas religiosas, concentrándose en Jesucristo como “libertador de los pobres”. El origen de esta tradición rastrea de Bartolomé de las Casas que fue el primer obispo de Chiapas en 1544. Él recopiló datos estadísticos y los utilizó para mostrar qué pasaba a las personas explotadas en el Nuevo Mundo. Fallecieron. Don Bartolomé escribía sobre esto e intentaba cambiar las leyes e instituciones opresoras.
Lejos de romper con esta tradición, el obispo Vera se dedicó convincentemente a mejorar los derechos de los campesinos pobres y la gente indígena. Durante la rebelión indígena de Chiapas en los años 90, trabajó junto con el obispo Ruiz para servir de intermediario y mantener el alto el fuego entre el gobierno y los zapatistas. Las autoridades desaprobaron sus esfuerzos, y la Iglesia no lo nombró sucesor al obispo Ruiz cuando éste se jubiló. De esta manera se rompió con una costumbre de sucesión de más de 500 años de Chiapas.
Al contrario, Raúl Vera fue nombrado obispo de Saltillo en el estado de Coahuila que limita con los Estados Unidos. Aquí intensificó la lucha por los pobres y excluidos y en contra del abuso de poder y privilegio. Fundó el Centro Diocesano para los Derechos Humanos Fray Juan de Larios y continuó basando su trabajo en la realización de cómo las vidas y oportunidades de la gente se moldean según sus condiciones sociales, políticas y económicas.
El trabajo de Don Raúl Vera es de una enorme extensión.
Se preocupa mucho por la tragedia humana que se enfrenta a todos los emigrantes en su camino por México a los Estados Unidos.
En agosto se hallaron los cuerpos de 72 emigrantes en una granja en Tamaulipas. Las víctimas eran emigrantes de la América central y de la América del sur que fueron secuestrados y asesinados. La masacre destaca la vulnerabilidad de los emigrantes en México. Son víctimas de secuestros, extorsiones, violaciones, tráfico, venta de órganos, y el reclutamiento forzado por carteles criminales. Los autores son delincuentes – pero también oficiales del estado. Las autoridades mexicanas fallan en proteger a los emigrantes y los crímenes contra ellos se cometen con impunidad.
Don Raúl trabaja a nivel político para reducir la vulnerabilidad de los emigrantes y asegurar sus derechos – pero también se preocupa en asistir a individuales con necesidades inmediatas y ha apoyado en establecer dos refugios en Coahuila. Belén – el refugio en Saltillo, ha dado apoyo a 40.000 emigrantes.
Raúl Vera también cuestiona la desconfianza con la que consideramos a los emigrantes. Y en el programa usted puede leer sus palabras en memoria de emigrantes fallecidos, alabando su determinación a crear una vida mejor para ellos y sus familias.
El desafío de Don Raúl también es pertinente en Noruega. El escepticismo contra los emigrantes está creciendo y son pocos los que hablan en público para defender sus derechos y su dignidad humana.

México es la arteria principal para las drogas ilegales de América Latina a los EE.UU. Esto ha llevado a la violencia, el miedo y la destrucción. La economía de las drogas tiene proporciones escalonadas y casi medio millón de personas se dedican a la producción y al tráfico. Aún más preocupante es el poder de los carteles de droga sobre la sociedad. Los políticos, los oficiales de policía y los periodistas que no bailen a su ritmo viven en peligro. Los que son corruptos corren el riesgo de que les capten los carteles competidores. Se han asesinado a un mínimo de 11 alcaldes este año.
Cuando el presidente Calderón tomó posición de cargo hace cuatro años declaró guerra contra el narcotráfico y la delincuencia y utilizó las fuerzas militares para tareas policiales. Esto llevó a un aumento de la violencia. Desde entonces la guerra de drogas ha demandado 28.000 vidas.
El obispo Vera comparte la preocupación del gobierno por el poder y la violencia de los carteles de droga, pero critica sus métodos. No solucionan los problemas y debilita la ley en vez de confirmarla.
Reinan los crímenes cometidos por soldados – incluso la violencia sexual extendida- y no se llevan a los culpables ante la justicia.
Raúl Vera argumenta que la lucha contra los carteles de droga tiene que basarse en respeto de la ley. Transar en la democracia y en los derechos humanos no llevará a justicia. Tenemos que mirar hacia los recursos económicos que manejan la industria de la droga, tanto nacionalmente como internacionalmente. Hay que detener y condenar a los jugadores financieros que benefician de este negocio ilegal y violento. También hay que tratar las causas sociales subyacentes de la sociedad mexicana. La alta tasa de desempleo y la pobreza profunda mantienen el reclutamiento al comercio de drogas.
La situación de México es un mundo aparte de nuestra sociedad. Sin embargo es oportuna su advertencia contra transar los derechos y las independencias a combatir la delincuencia, dado que ponemos cada vez mayor énfasis en la seguridad y en aumentar los poderes de la policía.

Un problema muy distinto que le preocupa al obispo Vera- que también es de pertenencia global – es la exclusión social de los homosexuales, incluso por la misma Iglesia.
La comunidad de San Elredo en Saltillo ofrece guía espiritual a jóvenes de toda orientación sexual, y Don Raúl trabaja para promover su dignidad y sus derechos humanos e integrarles en la sociedad y en la Iglesia. Cuando el estado de Coahuila legalizó las uniones civiles de parejas del mismo sexo en 2006, Raúl Vera se negó a condenar la ley. Otra vez, resalta la importancia de combatir los prejuicios: “La comunidad homosexual merece respeto. Tenemos que esforzarnos para acabar con los prejuicios y entender el orden social en el que vivimos. Nuestros problemas no se resuelven a través de los prejuicios, sino a través de conocimientos más profundos”.

Don Raúl Vera, en el espíritu de Thorolf Rafto, usted le da la verdad al poder basado en una combinación poderosa de análisis social y político y de convicción moral. Lo hace en una situación en la cual ser una voz crítica requiere de mucho coraje, donde los defensores de los derechos humanos y los periodistas se exponen a amenazas y vigilancia y se les asesina como consecuencia de su trabajo.

Explicando por qué ha sido importante para ella venir a Bergen para la concesión de hoy, dijo que “el trabajo de Don Raúl es de suma importancia no solamente para nosotros sino para todo el pueblo de Coahuila, que se ocupa de la violencia y la injusticia que se imponen en nuestro país, y que cada día empeoran. Aupladimos las acciones del señor Vera López, que enfrenta gobiernos diciendo lo que piensa y poniendo en peligro su vida”.
La importancia de denunciar la injusticia en este contexto no se puede exagerar. Como dijo Desmund Tutu, compañero de obispo y laureado con el Premio Nobel, “Si usted permanece neutral en situaciones de injusticia, usted ya tomó partido por el opresor”.
Don Raúl Vera López, usted toma partido por el oprimido. Es para nosotros un gran honor otorgarle el Premio Rafto de 2010 por su trabajo valiente por la igual dignidad, los derechos humanos y la justicia social. Como usted mismo ha dicho, este no es un premio por la armonía sino por una lucha intensa y contínua por los derechos humanos.
