I don't think this means "loans" and am wondering if "cancellation of appropriations" is accurate in this context? Thanks in advance for any suggestions.

offsetting debt claims

Weird that you have been asked to translate something about civil service remuneration from the mid-1960s! Is this an assignment?
In my experience, "crédito" can often be translated as "debt claim" rather than a loan. I certainly don't think this text refers to tax credits since: a) It seems to be talking about mechanisms for funding civil service compensation, and b) I don't think Spain had personal income tax back in the 1960s [citation needed, as they say in Wikipedia]. So I'm more inclined to think that the question refers to an accounting entry whereby money is magicked into existence by offsetting a debit item.

credit cancellation

It can also be about invalidation of credits. The information states:
"The Treasury's remaining assets from the own budget or estimates were obtained by cancellation or invalidation of credits in articles 110 and 120 from the year 1965-66, by the amount collected from taxes in the forecast format in the 5th and 6th base of Article 5 of the rules on estimates or budgets.'
