The linguistic needs of the specific case in question centered around previously recorded conversations, so the process would have been translation, either directly from audio or with prior transcription. And they do correctly refer to the court having "but a single interpreter on call".

I am convinced they mean "interpreters'

I think they have only a directory of interpreters--not translators. (Although court interpreters, usually do both--at least to some extent)
